Outrage
The story begins with Sekiuchi, the boss of the Sannokai, a massive organized crime syndicate that controls the entire Kanto region, issuing a stern warning to his lieutenant Kato and right-hand man Ikemoto, the head of the Ikemoto-gumi. Kato directs Ikemoto to bring the unrelated Murase-gumi gang into line, and he immediately delegated the task to his subordinate Otomo, who runs his own crew. The difficult jobs that no one wants to do always end up in Otomo's lap.
