A new regulation penalizes mixed breed dogs while favoring pedigree dogs. Owners abandon their dogs, resulting in overcrowding in animal shelters. Lili, 13, fights valiantly to protect her pet dog Hagen, but her father eventually abandons the dog on the streets. Hagen and his lovely master look for each other in vain until Lili loses hope. As he struggles to make ends meet, homeless Hagen learns that not everyone is a dog's best friend. Hagen joins a pack of stray dogs, but is quickly apprehended and taken to the pound. With little hope inside, the dogs will seize any chance to flee and revolt against humanity. Their retaliation will be brutal. Lili may be the only person capable of putting an end to this unexpected war between man and dog.
