Luc Devereaux and Veronica Roberts are still trying to find out more about the Universal Soldier unit. It turns out that Veronica was mistakenly left behind when a hostage situation turned out to be a mistake. The two escape the city and hide out in the woods. CIA Deputy Director Mentor and Dr. Walker are also in the middle of making a powerful new Universal Soldier clone of Luc's brother Eric, who will kill him and Veronica, so they can kill him and Veronica.
