Jay Austin is currently a civilian detective with the police. Years ago, Colonel Caldwell was his commanding officer when he left the military police over a dispute regarding the treatment of a drunk driver. Now, a spate of cross-jurisdictional killings forces them to work together once more. The fact that Austin is now seeing Caldwell's daughter hinders their relationship.
