When some mysterious foreign businesspeople show up with plans to tear down Treasure Town and build an amusement park in its place, Black and White face their toughest enemies yet. It is up to the destructive Black to save the city, and it is up to the kind White to save the destructive Black from himself. In an unnamed city, street kids named Black and White try to keep other gangs from coming into their territory. Even though White is tough in a fight and good with a gun, he is only 11 years old and can't even dress himself. Black is a little bit older and has seen more of the world, so he treats his friend with fatherly love. Both of them call their city "our town." World-weary yakuza leader Suzuki, also known as the Rat, often thinks of the city as his property. Suzuki plans to come back because he thinks the town has become too quiet, which worries the local police.
