This is what Bison, leader of international terrorist group Shadowlaw, has been looking for for a long time. It comes from Ryu, a young man who moves around a lot and doesn't stay in one place long enough for Bison to get to him. The only thing he can't get his mind off is Ken Masters, an American martial arts champion who studied with Ryu as a child and under the same teacher as him. Meanwhile, Major Guile of the U.S. Army is forced to work with Chun Li from China in the hopes of getting Bison and stopping his international crime ring.
