On every street corner in Shanghai during WWII, there are gangsters to be found. The story of Hsu Wen-Chiang, a Taiwanese patriot, begins on a beach near Shanghai. After being abandoned by his family, he is taken in by Ting Lik, an innocent beggar who is madly in love with the gangster's daughter, Feng Ching-Ching. Soon, Ting Lik will be one of the city's most powerful criminals, having successfully risen through the ranks of the underground to this point.
