The Lady Mayoress' new guidelines eliminate sex, weight, height, and IQ as criteria for joining the Police Force. This allows anyone to enroll the Police Academy, much to the professors' dismay. But not everyone chooses to be there. Inept Mahoney is forced to sign up to avoid jail and quickly runs afoul of the obnoxious Lieutenant Harris. Mahoney thinks he likes being a police cadet and wants to stay, while Harris wants him gone.
