Once upon a time, a grandmother finds a baby in her cabbage patch. When she dies, Toto is placed in an orphanage, having been raised by his mother. Toto leaves the orphanage as a contented young man and searches for employment in post-war Milan. He winds up with the destitute and organizes them to construct a shantytown in an empty lot. The squatters find oil on the ground, and Toto has a vision of an elderly woman who offers him a magical bird that can grant him any wish.
