Because of bureaucratic delays, the bereaved family of an injured girl who was murdered in a car accident caused by a drunk driver is enraged and frustrated. Once in the courtroom, they are horrified to find that the young, under-resourced district attorney appears unable to overcome the technicalities and maneuvers used by the driver's attorney to keep his client out of jail and still driving legally. At times, it appears as though there is no penalty for driving under the influence of alcohol or drugs.
