During a dive for sunken treasure, street-smart gumshoe Tony Rome finds the body of a beautiful blonde with her feet stuck in a block of concrete. Soon after, a tough guy named Waldo Gronski hires Rome to find a missing woman named Sandra Lomax. Rome wonders if there's a connection between them. To find the woman, he starts looking for her. He soon finds himself in a party girl's company and a slippery racketeer, and he doesn't even know it.
