General So, the illiterate General of Canton, advocates a lazy, happy lifestyle of sex and money. His most devoted disciple is his spoiled and illiterate son, Chan (Stephen Chow). Chan travels to Peking to take the national exams for Martial Arts Scholar for the love of a woman. Chan wins the physical test, but before he can be crowned, it is discovered that he cheated on the written exam. Chan is sentenced to beggarhood by the Emperor. Chan is initially unable to cope with his new role, but with the assistance of a mystic, he accepts the position of King of the Beggars Association. Chan saves the Emperor and gains respect for the beggars by leading this motley crew into battle against an evil warlord in the Emperor's entourage.
