This movie is about a cab driver named Lung who is more than a little obsessed with Jenny Tung, a news anchor played by Maggie Cheung. He tells her stories that he sees while he's driving, and then they get to meet and talk. He is in love with her, but he doesn't seem to be getting the response he wants from her. A killer is on the loose, and it's a very bad one. You know they're going to be in some way involved.
