In the year1997, the island of Manhattan has been walled off and transformed into a massive maximum security jail. Within the walls of this prison, the most dangerous criminals in the country are permitted to build their own anarchic society. However, in order to save the President of the United States after his plane makes an emergency landing on the island, the authorities seek the assistance of a former soldier who is currently serving time in prison.
