A Gulf War veteran suffering from post-traumatic stress disorder (PTSD) (Kilmer) travels to a tiny town in search of a companion. Upon arriving, he finds that his friend and family have vanished, and the locals have become fearful of answering questions about their whereabouts. He soon realizes that the town is owned and managed by a single individual (Gary Cole), and that he does not appreciate anyone who inquire about his ownership and control.
