Ruka's estranged parents work in an aquarium. When two boys reared by dugongs, Umi and Sora, are brought to the aquarium, Ruka realizes she has the same mysterious connection to the ocean as them. Umi and Sora's unusual power seems to be linked to strange events, such as sea creatures appearing far from their original zone and aquarium animals disappearing around the world. The boys' strength and the weird incidents are unknown, so Ruka investigates.
