After a horrific incident on the Pearl Street Bridge in Seattle, detective Quentin Conners is wrongly suspended, and his colleague Jason York departs the police service. Conners is put in command of a bank heist including a hostage situation, with newbie Shane Dekker as his sidekick. The criminals, led by Lorenz, do not appear to steal a single penny from the bank. While pursuing the gangsters, the police squad reveals that they put a virus in the system, stealing one billion dollars from various accounts utilizing the Chaos Theory approach. They also discover that Lorenz is murdering his collaborators.
