James Whitley, a psychopath with warm eyes, takes four boys from a small town. His horrible plan to find the dead parents of orphaned children and bring them back together with them fails when the boys escape and he is arrested. After 15 years, Whitley runs away from a prison fire and decides to finish what he started. Detective Larson, who was once a victim of Whitley, is taken off the case because he can't be impartial. His partner and lover, Detective Shotwell, is left to solve the case. Detective Larson goes after the persistent psychopath on his own because he is angry and wants a chance to make things right. However, he ends up falling back into the same trap he escaped as a child.
