During the 1970s, Dan Stark and his partner, Frank Savage, were prominent members of the Dallas Police Department. After rescuing the Governor's son, they were heralded as national heroes in the United States and received widespread praise. After thirty years, Dan Stark is a retired detective who spends the majority of his time drinking and reminiscing about the glory days of his career. Jack Bailey, Dan's new partner, is an ambitious, by-the-book, and generally decent investigator, although he can be a bit too caustic at times for his own good. Because of his pattern of undercutting himself, he has gained a job in the department that leads nowhere, and he is responsible for handling the irritating cases of petty theft that nobody else wants. Worse yet, he has been assigned the unenviable chore of babysitting Dan, the alcoholic outcast who is unable to maintain relationships with anyone for an extended period of time.
