In his efforts to bring criminals to justice, FBI agent Charles Barker employs unorthodox methods that frequently border on illegality and unnerve his inexperienced partner, Ellis Dove. Throughout the first season, fellow FBI agents investigate Barker for potential misbehavior. When internal affairs agent Ray Beaumont (Larry Gilliard) approaches Dove for information, he challenges Dove's allegiance to his partner. Dove soon discovers that Barker's history contains worse mysteries.
