A string of killings has gripped the country, and the longer the police struggle to apprehend the killer, the more the population becomes alarmed. Choi, a highly successful investigator whose techniques have always kept him from advancement, believes that this case is his last chance to make a name for himself. He and his former master Jang agree to arrest the serial killer's next best suspect at whatever cost. Just as it appears that all of the dirty tricks, dark actions, and treacherous secret deals are about to be exposed, all of the parties are lured deeper into the quagmire of questionable morals and outright defiance of the law. Even though none of the four men are particularly interested in locating the murderer, the search for the killer begins to bring them together.
