Looli Kritski is a heartless landlord who has been so bad at keeping up his ghetto apartment that the judge is going to send him to jail. Joe Pesci plays him. When the judge gives him another choice, which he accepts, he has to live in his rat-infested hell hole until he makes it liveable. The judge gives him 120 days. During that time, Louie meets many of his tenants, including drug dealer Marlon, who lives there (Ruben Blades). It takes a long time for Louie to get to know the people he lives with and see how his greed has hurt them. It turns out that Louie's father, Big Lou Kritski (Vincent Gardenia), owns the land, and he doesn't want to spend money to clean it up, even though his son wants to.
