Marshal Flagg, an older cop on the verge of retirement, receives word that his old foe, bandit McKaye, has returned to the neighborhood and is plotting a robbery. Flagg gets arrested by McKaye's gang while out hunting for him, and learns that McKaye is no longer the group's leader, but rather an aged relic by the new commander, a youth named Waco. When Mackaye refuses to shoot Flagg, Waco abandons them both. When Flagg discovers that he has been "retired" and sees how dumb and useless the new marshal and the city fathers are, he convinces Mackaye that it is up to the two of them to stop Waco and his gang from destroying the town.
