Harry Caul, a surveillance expert, is hired by a mysterious client's harsh aide to follow a young couple. Caul and his assistant Stan manage to record a confusing chat between the couple while following them around San Francisco's Union Square. Caul becomes obsessed with the resulting tape, trying to discern if the pair is in danger, haunted by recollections of a prior case that ended horribly.
