Ching is a prisoner in a Hong Kong jail that houses a large number of Mainland Chinese detainees. Ching flees to visit his young son, who has been placed in an orphanage. He surrenders to authorities, but the vengeful security chief, Zau, arranges for Ching to be set up in the eyes of the Mainland gang, led by the affable Dragon. Dragon and Ching then flee separately, and while fugitives, they meet and bond. Ching is apprehended and incites a riot in order to save his own hide from the Mainlanders. In the midst of the chaos, Ching exacts revenge on Skull (who, in collaboration with Zau, set him up) and Zau.
