The KGB and East German intelligence agencies enlist Herbie the cabbie's assistance in determining who murdered the man in his back seat. Herbie is recruited by the CIA and West German Intelligence to become a counterspy after arriving on the West German side of the border, for double what the other side is paying him. Herbie seeks advice from a therapist because he appears to have no feasible route out of this situation. She reaches into her bag of tricks and hands Herbie a small vial of self-confidence that he can smell whenever he needs it, an act that is sure to put him in command of any scenario. Herbie is now a cab driver, a KGB agent, a CIA agent, and a bottle sniffer, and he's head over heels in love with his beautiful therapist.
