Scuba, a Soviet spy who is still on the run, assassinated Roy Parmenter's partner 20 years ago in San Diego, and Parmenter is now an FBI agent in the city. After extorting money from the Soviets, Scuba is now executing their agents one by one, including "sleepers," operatives who are operating undercover and waiting for orders. To demonstrate his seriousness, he is also killing their "sleepers." Roy conducts an interview with Jeff Grant, a high school senior who is applying to the Air Force Academy. Roy discovers that Jeff's parents are sleepers during a normal background check. Among his many tasks include checking to see whether Jeff is also a spy, confronting his parents while still protecting them, and apprehending his arch-enemy. Scuba has been apprehended by the Soviets, who have dispatched their own spy-catcher, the loner Karpov, to bring him in. There is a game of cat and mouse going on here.
