Willy the whale is back, this time in danger from illegal whalers who profit off sushi. Jesse, aged16, has joined old pal Randolph and a caustic scientist, Drew, on an orca-researching ship. Captain John Wesley and his son Max are on the whaler's ship, and Max isn't happy with his father's profession, but he won't say so. Willy reunites with Jesse along the road.
