Mr. Alexander, played by Seagal, is an old-school mob lord who governs his criminal empire with a combination of dignity and ferocity. His greatest enforcer and protégé Roman Hurst is dispatched for a routine prison hit (Foster). As a result of the botched hit, Hurst is forced to pay the price for his miscalculation: exile from the city that he nearly conquered. Although Alexander is cold-blooded and known as "The Iceman," (Rhames), a struggle for the spirit of the city is in the works between him and a vicious Mexican cartel. Fortunately, Hurst has the assistance of an ex-con restaurant owner (Trejo), who also has a few secrets of his own.
