Are the government's surveillance cameras, which are supposed to keep us secure, in fact leading to the deaths of people? Is it a plan by the government to repress the opposition, or have our terrorist foes covertly obtained control of our security system and are now using it against us? Following yet another big terrorist strike in the United States, the federal government decides to implement a stringent surveillance program in which every camera in the nation is connected to a single, all-seeing network known as the ODIN system (for Optical Defense Intelligence Network). The system is comprised of millions of mobile, robotic surveillance cameras that are collectively referred to as "Eyeborgs." These "Eyeborgs" keep an eye on everyone in the interest of security, law enforcement, and maintaining a secure environment in the United States. After a series of strange killings in which the physical evidence doesn't line up to what the video recordings show, an agent with the Department of Homeland Security develops a dubious attitude toward the system. Now, in order to discover who is in actual charge of the Eyeborgs, he will have to operate independently of the system.
