The year is now1986, and Chuck Steel has been deemed "the best God damn cop on the force" by his long-suffering superior, Captain Jack Schitt. When the Governor of Los Angeles decides to cut licensing hours for clubs and bars, a sudden, inexplicable spate of high-profile disappearances occurs in the city, leaving even this maverick, renegade, loose cannon, lone wolf, cop on the edge, who doesn't play by the rules with his work cut out for him. In each case of disappearance, blood can be seen at the spot but no victim remains. The cops are at a loss until one of the victims makes it away from the scene. When Chuck visits the hospital to interview the victim, he is met by a raving elderly man who calls himself Abraham Van Rental. He forebodes that TRAMPIRES, a deformed mix of a vampire and a tramp, will soon come upon the metropolis of Los Angeles and spread evil. Chuck, however, does not believe him.
