As explained in the opening titles, American corporations are taking advantage of the North American Free Trade Agreement by establishing large maquiladoras on both sides of the United States–Mexico border. The maquiladoras employ primarily Mexican women who are willing to work long hours for minimal pay in order to create large quantities of goods. A passionate American news reporter for the "Chicago Sentinel," Lauren Adrian (Jennifer Lopez), wishes to be dispatched to the front lines of the Iraq war and cover it for the newspaper. Instead, her editor, George Morgan (Martin Sheen), assigns her to investigate a series of slayings involving young maquiladora plant workers in a bordertown on the Mexican side of the border.
